Brief Yobe State HMB History
The Hospitals Management Board (HMB) is one of the agencies of the Yobe State Ministry of Health and Human Services. It was established under an Edict No. 2, of 1999 Yobe State Gazette No. 23, of 10th June 1999. It was later amended in July 2012 and established the office of the executive chairman and three permanent board members. This was further re-amended in August 2016 to have executive secretary as the Chief Executive Officer of the Board. The mandates of the board on the other hand are to ensure the implementation of government policies and programs which include provision of service, research and training.
The Chief Executive Officer of the Board is the Executive Secretary Hospitals Management Board. The current CEO of the board is Dr. Musa Mohammed Baba, MBBS, FWACP (Cardiologist) appointed by His Excellency the Executive Governor Honourable Mai Mala Buni on the 15th November 2019.
Directorates of the board
The board has seven (7) directorates each with its statutory responsibilities, these directorates are:
Headed by a senior medical doctor in the rank of director, the directorates monitored and supervise the activities of Medical Doctors, Dentist, Physiotherapist, Radiographers, optometrist and other support staff as well. All PMOs/PMO in-charge are answerable to the DMS, who also ensures that standard services are maintained in all Hospitals.
Headed by a senior Nursing officer in the rank of director, the directorate supervises, monitor and regulate the activities of all Nurses and Midwives at our various hospitals including all categories of specialist nurses and Hospital assistants/sub staff.
Headed by a senior pharmacist in the rank of director, is responsible for quantification of drug requirement, storage and distributions drugs and other pharmaceutical products, monitoring and supervision of drug quality and utilization across health facilities under the board.
Headed by a senior medical laboratory scientist in the rank of director, is responsible for monitoring and supervision of laboratory Scientists, laboratory technologist, laboratory assistants as well as maintenance and utilization of laboratory equipment, standardization of laboratory services to ensure quality assured laboratory results are produced in the laboratories across all the facilities.
Headed by a director and is responsible for coordinating budget planning, preparation, monitoring, implementation and performance also supervise activities of health information management of the health facilities.
Headed by the senior accountant in the rank of director and is responsible for keeping of financial records of the board including salaries, promotions benefits, allowances etc. It is also responsible for payment of contracts, locum allowances, bills as well as maintenance of book of accounts/records of the board among others. Liaising with the DPRS, also participate in budget planning, and monitoring of budget performance.
Headed by a senior personnel management staff in the rank of director is responsible general administration of the board, it is the pivot directorate where all staff matters under the board such as; recruitment, promotion, discipline, retirement, transfer and welfare are managed
